Roof terrace: permit and costs 2026

A roof terrace on a flat roof or extension provides extra outdoor space and increases the usable value of your home - but it is almost never a job you just carry out without preparation. The roof structure must be able to handle the additional load, the waterproofing must not be compromised and in many cases you need an environmental permit. Below you can read when this is mandatory, what the structural requirements mean for your project and what you can expect to pay for drawings and associated costs.

Short answer

In most cases you need an environmental permit for a roof terrace, because the mandatory railing (at least 1 metre high) changes the appearance of the house. Only on an existing rear extension can a roof terrace be permit-free under strict Bbl conditions. A structural calculation is almost always required: the roof must be able to bear the load of people, furniture and railing. When is an environmental permit required for a roof terrace?

Most roof terraces require a permit. There are two reasons for this: you alter the appearance of the home and you add a structural load to a roof that has not automatically been calculated for this.

Subject to a permit in virtually all cases A roof terrace almost always comes with a railing or balustrade. That railing is visible on the outside of the home and therefore falls under the building activity in the Environment Act. Once a structure is visible from the public space or alters the appearance of the home, an environmental permit for the spatial activity is required in most situations.

Sometimes permit-free on an extension The Bbl allows a roof terrace to be built on an existing extension without an environmental permit in a limited number of cases. Strict cumulative conditions apply: the roof on which the terrace is placed must be an existing permit-free or permitted extension, the extension must not face the front or a side that borders public road, the terrace itself counts as part of the extension, there is no additional increase in height, and the railing meets the Bbl dimensions for boundary fences. All criteria apply simultaneously. If even one condition is not met, a permit is required.

Front of building and public area: permit always required Do you want to create a roof terrace at the front of the home, or on a roof that overlooks the public road, a pavement, or a public park? Listed building or protected townscape Do you live in a national monument, municipal monument or a protected townscape or village conservation area? Then additional rules apply and an environmental permit for a roof terrace is virtually always required, even if the terrace is on the rear part of the home. Check the Monumentenregister if you are unsure about the status of your home.

The structure: the roof must be able to handle it

A roof terrace is not simply a matter of laying tiles on the roof and calling it done. The roof now suddenly bears the load of people, furniture, paving, fencing, and sometimes planters. The existing roof structure must be able to handle that additional load - and that is far from self-evident.

What is the additional load? A roof not designed as a terrace is built to handle wind, snow, and its own weight. Once people walk on it and permanent objects are placed there, the load increases significantly. Fencing also introduces wind load on the roof edge, which is transferred to the structure via the fixings. A structural calculation maps exactly how much additional load occurs and whether the load-bearing structure can handle it.

Waterproofing and drainage slope A flat roof is made watertight with a roof covering that is vulnerable to mechanical damage. Tiles or decking boards are never placed directly on the roof covering; there is always a separating layer in between (such as a drainage mat or tile supports) so that the roof covering remains intact and rainwater can still drain away. The drainage slope - the minimum gradient that ensures water runs off - must continue to function unchanged after the terrace is installed.

Fencing: height and anchoring For a roof terrace, fencing with a minimum height of 1 metre is required under the Bbl (safety requirement). The anchoring of the fencing to the roof requires attention: holes drilled through the roof covering must be finished in a watertight manner, and the forces transferred to the roof via the fencing must be included in the structural calculation.

Aesthetic review: the railing is visible from the street

A roof terrace is visible from the public space in most cases, even if it is only the railing that protrudes above the roof edge. That railing is precisely the element that an aesthetic review committee or mandated official pays attention to during assessment.

What does the aesthetic review assess? The committee assesses whether the railing in terms of material, colour, height and detailing fits the architecture of the home and the surroundings. A steel railing in a neighbourhood with traditional brick architecture may raise objections. A glass balustrade that adds little visual weight to the roof edge generally fits better in diverse contexts. Privacy and overlooking Although privacy is not a formal aesthetic review criterion, overlooking into neighbouring properties can play a role in the assessment if neighbours submit an objection during the permit procedure. Common mistakes and pitfalls with a roof terrace

In roof terrace projects we see a number of recurring misconceptions that lead to delays, extra costs, or structural problems.

Laying tiles directly on the roofing Roofing is vulnerable. Tiles or decking boards laid directly on the roof damage the waterproofing and disrupt the drainage fall. Always use tile supports or a drainage mat as a buffer. A contractor who skips this lays the groundwork for leaks.

Forgetting that the roof must bear the load A standard flat roof is not designed for people walking on it and placing furniture. Without a structural calculation you do not know whether the roof beams can handle the extra load. This is not a formality - it is a safety requirement. Discovering too late that the roof is too light means either reinforcing the structure (costly) or having a terrace you cannot safely use.

Not excluding the railing from the permit check Some people think that the terrace itself is permit-free if the roof comes from an extension. But the railing - almost always required and almost always visible - makes the situation subject to a permit in most cases. Always check the complete picture, not just the terrace surface.

Underestimating overlooking of neighbours A roof terrace raises the vantage point of the user. Neighbours who previously experienced no overlooking may suddenly have it after the terrace is built. If they submit an objection during the permit procedure, the municipality takes that into account. A design that takes orientation and railing into consideration reduces that risk.
