What is a new roof?
Having a new roof designed means replacing the roof, adding insulation, or changing the roof form on a permit-ready construction drawing. A roof form change requires a permit with an 8-week decision period.

Ridge and leadwork
The ridge seal prevents water ingress. We draw the junction with fixings and water barrier in accordance with the Building Decree.

Existing roof and rafters
The timber structure on which the roof rests. We check whether existing rafters can be reused or need to be replaced.

New roof boarding
The timber substructure on which the roof covering rests. The foundation for a solid, level base for tiles, slates or bitumen.

Challenge: A family in Zwolle had a mid-terrace house from the 1960s. The roof was leaking in several places and the insulation was outdated. They wanted a full roof replacement combined with additional insulation, but were unsure whether a permit was required and what Rc-value was realistic.
Our approach: We established that the roof shape and pitch remained unchanged, so no permit-required intervention was needed. We produced a detailed construction drawing with roof cross-sections, insulation thickness (Rc 6.2), new purlins and connection details at the facades. The contractor could start work immediately without further investigation.
Result: The new roof with additional insulation was installed in three days. The energy label rose from C to A. The owners qualified for the ISDE subsidy for roof insulation. Drawing completed in 4 weeks; no permit required.

Q01Do I need a building permit for a new roof?
It depends on the work involved. Replacing a roof with the same shape, pitch and covering (for maintenance purposes) is generally permit-free. If you change the roof shape, silhouette or ridge direction, a building permit is mandatory. For a listed building a permit is always required, even for maintenance.
