§01 What is the

What is a new build home?

A new build home is constructed entirely from the ground up, from foundation to roof, on a vacant plot. Tekenpunt provides the complete design, construction drawing and BENG energy calculation from €3,495. A building permit is always required; the municipality has an 8-week decision period.

A detached new build home is constructed entirely from the shell up. This is the most complete and longest construction process: from foundation to roof covering we design every element. These are the layers we draw and calculate.

    Roof and insulation (BENG)

    Roof construction with insulation meeting BENG requirements (Rc ≥ 6.3). Flat, sloped or composite, including PV panels in the design if you want to build energy-neutral.

    Load-bearing structure and facade

    The load-bearing structure (timber or concrete frame system) and the facade build-up with outer leaf, insulation and inner leaf. We draw elevations for all orientations.

    Floor plans and layout

    Ground floor and upper floor(s) to scale, with room layouts, stair plan, sanitary facilities and service spaces. We align the layout with your living requirements.

    Foundation (piles or raft)

    Depending on soil conditions: pile foundation or a concrete foundation slab. The choice follows from the soil surveys and is a key factor in the overall cost.

    Zoning plan and building lines

    The building must comply with the zoning plan: maximum building height, building lines, site coverage and boundary-distance requirements. We check all of this during the design phase.

    Installations (heat pump, PV, ventilation)

    New build is gas-free. We integrate heat pump, underfloor heating, heat-recovery ventilation and PV capacity into the design and BENG calculation.

The municipality assesses the building plan against the zoning plan, the aesthetic policy and the technical building requirements (BENG energy performance, structure). We handle the complete package: design, drawings, BENG calculation and the permit application.

Challenge: A couple from 't Gooi had purchased a plot of 850 m² and wanted to build a spacious, energy-neutral villa of 240 m². They needed an architect who could guide the complete process from design to permit, including BENG calculation and structural calculation.

Our approach: We started with a schematic design based on the building brief (living room, kitchen, 4 bedrooms, study, garage). The design was optimised for BENG-A with a heat pump, heat recovery ventilation (WTW), and 28 PV panels. After approval of the final design, we compiled the complete permit application package: construction drawings, structural calculation, BENG calculation, and site plan.

Result: The building permit was granted first time by the aesthetic review committee and the municipality within the statutory period of 8 weeks. Total process from first sketch to received permit: 4.5 months. Construction then started with the chosen contractor.

§08 Subsidies and financing

Financing, subsidies & BENG

New build is a major investment. What you need to know about financing and energy performance.

BENG required

New builds must meet the BENG (nearly energy-neutral building) requirements. That means a well-insulated envelope (Rc ≥ 6.3), heat pump or other sustainable heat source, heat recovery ventilation and at least 50% renewable energy. We incorporate this into the design and calculation.

Mortgage and financing

A new build can be financed through a construction or project mortgage. The funds are released in stages during the build (construction deposit). An energy-efficient home often qualifies for a higher lending capacity through energy-saving schemes offered by lenders.

For new builds with solar panels generating more than the household consumes, an SDE++ subsidy may be available for the feed-in. We calculate the optimal PV capacity in the design.

FAQ about new-build homes

Q01Do I need a building permit for a new build home?

Yes, always. New build of a house always requires a building permit (construction activity). The home must fit within the municipality's zoning plan, pass an aesthetic review and comply with BENG requirements. We guide the complete application.

Q02What does a design for a new build home cost?

A complete design and permit-ready construction drawing for a detached house costs from €3,495 (excl. VAT). The exact price depends on the floor area, the programme and the desired extras such as structural calculation, BENG calculation or 3D visualisation. The construction itself is carried out by a contractor; that is a separate process.

Q03How long does the process from design to building permit take?

Allow for a process of several months. The design and drawings are ready within a few weeks. The municipality has a statutory decision period of 8 weeks for the building permit (for more complex plans sometimes 6 months after extension). We prepare the application so thoroughly that delays are rarely necessary.

Q04What are the BENG requirements for new build?

New build must comply with BENG (Nearly Energy-Neutral Buildings). This means a maximum energy demand (BENG 1), a maximum primary fossil energy use (BENG 2) and a minimum share of renewable energy (BENG 3). We incorporate the BENG calculation into the design so that the heat pump, PV panels and ventilation align correctly.

Q05Does the home need to comply with the zoning plan?

Yes. The dwelling must fit within the applicable environmental plan or zoning plan: the plot must be designated for residential use and the maximum building height and plot coverage must not be exceeded. We assess the building plan against the zoning plan and advise on deviations. In some cases, an out-of-plan environmental activity (BOPA) is required.

Yes. We design new build homes across the Netherlands, from Groningen to Zeeland. We do the draughting remotely from our office in Amsterdam. We submit the building permit application to your municipality. We know or check the zoning plan and aesthetic policy for every municipality.
