Basement conversion: rules and costs

Excavating a basement under an existing home or converting an existing basement into living space is one of the most demanding interventions you can carry out on your property. You are directly affecting the foundation, the groundwater and the structural core of the building. An environmental permit is almost always required and a structural calculation is legally mandatory. Short answer

Building or extensively converting a basement almost always requires a permit, and a structural calculation is legally mandatory: the structural engineer assesses the existing foundation, the soil and water pressure on walls and floor, and the safe underpinning sequence. Groundwater is the biggest technical challenge; in many Dutch areas it sits just 50 to 100 centimetres below ground level. Basement drawings cost from €1,795 at Tekenpunt, the structural calculation €700 and the permit application €500.

What falls under 'constructing or renovating a basement'?

The term basement covers a broad range of interventions. The most extensive variant is the new excavation of a basement beneath an existing dwelling: the ground is removed, the foundation is underpinned (temporarily supported and extended down to the new basement floor) and a waterproof concrete or masonry structure is installed. This is a major construction operation that requires specialist contractors.

Somewhat less invasive but still technically demanding is converting an existing basement or semi-basement into habitable space. Think of lowering the basement floor to create standing height, improving the waterproofing, adding roof lights or window sections for daylighting, and insulating walls and floor.

An intermediate option is the basement well or light well: a sunken space outside the facade that brings daylight and ventilation to a semi-basement without fully excavating beneath the dwelling. Structural and permit requirements apply to this option as well.

Whatever you want to do: start with a structural assessment of the existing foundation and the groundwater level. Those two factors largely determine what is technically feasible and what it will cost.

Environmental permit: almost always required

Creating or substantially altering a basement is almost never permit-free. Under the Environment Act and the Bbl, two distinct activities apply to this type of intervention:

Denk aan constructieve veiligheid, waterdichting, ventilatie en brandveiligheid. Voor dit soort werken aan een woongebouw is een omgevingsvergunning voor de technische bouwactiviteit vereist.

De omgevingsplanactiviteit (ruimtelijk deel): of de kelderverbouwing past binnen het omgevingsplan van de gemeente hangt af van de geldende regels op jouw adres. Het omgevingsplan bepaalt onder meer wat je ondergronds mag bouwen en welke oppervlakten en gebruiksfuncties zijn toegestaan. Een kelder die als zelfstandige woonruimte wordt ingericht vereist soms een wijziging van het omgevingsplan.

Always carry out the permit check via the Omgevingsloket (omgevingsloket.nl) before engaging a contractor. The outcome differs per address. If in doubt you can also submit a preliminary consultation request to the municipality: you then ask informally whether the plan is in principle feasible before having drawings made.

Aesthetic review: when does it play a role with a basement?

For a basement that remains entirely underground with no visible changes to the facade, aesthetic review is less of a concern. However, as soon as you add roof lights, a sunken terrace, a semi-basement window arrangement or a raised basement structure on the street side, the municipality's aesthetic review committee assesses whether the appearance fits the streetscape.

The aesthetic review policy of the municipality describes per neighbourhood or per street which materials and forms are permitted for facade openings and sunken front gardens. In historic city centres and protected townscapes the requirements are stricter: colour, dimensions and placement of roof lights or windows are then scrutinised closely.

In protected townscapes or village scenes and for national or municipal monuments, pre-consultation with the municipality is strongly advisable before you start producing drawings.

Structural calculation: always required and decisive for feasibility

In no renovation is the structural calculation as early and as decisive as in a basement project. The calculation has three components:

Beoordeling van de bestaande fundering: kan de fundering het gewicht van de woning vasthouden terwijl eronder wordt gegraven en onderschoeid? Oudere woningen hebben soms houten paalfunderingen of ondiepe strokenrunderingen die niet zijn berekend op de krachten die bij kelderbouw vrijkomen. De constructeur stelt vast wat er nodig is voordat er een spa de grond in gaat.

Ontwerp van de nieuwe kelderwanden en -vloer: de kelderwanden en de vloer moeten grond- en waterkrachten opvangen (aarddruk en opwaartse waterdruk, de zogenoemde opdrijfkracht). De berekening bepaalt de dikte en wapening van beton of de keuze voor andere constructiemethoden zoals damwandplanken of gewapende betonnen drukringen.

Onderschoeingsvolgorde: bij een bestaande woning mag niet de hele fundering tegelijk worden blootgelegd. De constructeur schrijft de volgorde voor waarin fundering-secties worden onderschoeid (etappegewijs), zodat de woning tijdens de bouw stabiel blijft.

The structural calculation is legally required as part of the environmental permit application for the technical building activity. Groundwater and waterproofing: the difference between success and failure

Groundwater is the greatest technical challenge in basement construction. If the groundwater level is higher than the planned basement floor, your basement is under constant upward water pressure and the costs of waterproofing are considerably higher.

Grondwaterstand bepalen: laat altijd een grondwateronderzoek uitvoeren voordat je besluit te bouwen. In veel Nederlandse steden en poldergebieden ligt het grondwater al op 50 tot 100 centimeter onder het maaiveld. Een kelder van twee meter diep staat dan permanent in het grondwater.

Waterdichtingsmethoden:

  • Witte bak (waterondoorlatend beton): de meest duurzame methode. De kelderwanden en -vloer worden in één constructiesysteem gegoten met speciaal beton dat zelf waterdicht is. Dit vereist nauwkeurig betonstorten en zorgvuldige detaillering bij doorbrekingen (leidingen, trappen).
  • Zwarte bak (externe afdichting): asfalt- of bitumenlagen worden aangebracht op de buitenkant van de kelderwand. Dit is goedkoper maar vereist graafruimte rondom de woning en is later moeilijk te herstellen als er lekkage optreedt.
  • Grijze bak (inwendige waterdichting): minerale coatings of injectiesystemen worden van binnenuit aangebracht. Geschikt voor bestaande kelders die worden verbouwd, maar minder waterdicht bij hoge grondwaterdruk.

The choice of waterproofing method is part of the structural calculation and has a direct influence on the design of the drawings. Tekenpunt works out the chosen method in the detail drawings so that the contractor knows exactly what to build and how.

The drawing process at Tekenpunt

4. Omgevingsvergunningaanvraag (add-on): we dienen de volledige aanvraag in via het Omgevingsloket, inclusief alle bijlagen die de gemeente vereist.

5. Oplevering: je ontvangt de definitieve tekeningen in PDF en DXF/DWG, klaar voor de aannemer en de gemeente.

In addition to the costs for the drawings and application, there are municipal fees charged by the municipality for processing the environmental permit application. These costs vary per municipality and are based on the construction costs or a fixed rate. Tekenpunt does not charge an additional margin on the municipal fees; you pay these directly to the municipality.

Expect significant construction costs as well. Basement construction is expensive due to the groundwork and foundation work, the waterproofing and the specialist equipment required. Construction costs vary considerably depending on depth, groundwater level, the foundation situation and the choice of waterproofing method. Almost always yes. Excavating a basement affects the structure of the house and the foundation and therefore falls under the technical building activity of the Building Decree (Bbl). In addition, the plan must fit within the environment plan of the municipality. Carry out the permit check via the Omgevingsloket for the exact situation at your address.

Q02What is underpinning a foundation and why is it necessary?

Underpinning (also called 'foundation deepening') is the temporary support of the existing foundation while excavation takes place beneath it. Once the ground under the foundation is removed, it loses its bearing surface. A structural engineer prescribes a phased sequence: expose a small section of foundation at a time, prop it up, pour concrete and wait for it to cure, then move on to the next section. This prevents the dwelling from settling or cracking during construction.

Q03How do I know whether my groundwater level allows a basement?

Have a groundwater survey carried out before making a decision. In many parts of the Netherlands, especially in polder areas and historic towns, the groundwater is already at 50 to 100 centimetres below ground level. A basement is technically always possible as long as you build it watertight enough, but at high groundwater levels the costs for a white or black box rise sharply. The structural calculation takes into account the upward water pressure on the basement floor.

Q05What is the difference between a white box and a black box?

A white-box basement has walls and floor made of watertight concrete, making the structure itself waterproof. A black-box basement uses external sealing of asphalt or bitumen applied to the outside of the basement wall. The white-box method is more durable and reliable in the long term, especially at high groundwater levels, but requires careful concrete pouring. The black-box method is cheaper but is difficult to access later for repair work. The structural engineer advises which method suits your situation.

Q06How long does the permit procedure for a basement take?

The standard procedure for an environmental permit takes 8 weeks, with a possible extension of 6 weeks. If the plan deviates from the environment plan, the municipality may apply the extended procedure of 26 weeks. Add the preparation time for drawings and structural calculation: allow for a total lead time of 4 to 6 months before construction can start.

For a basement that remains entirely underground with no changes to the facade or streetscape, aesthetic review is in most cases not relevant. As soon as you add roof lights, glazed sections in a sunken facade or a basement connection at the front of the property, the aesthetic review committee assesses whether those additions fit the streetscape and the municipality's aesthetic review policy.
