Adding a mezzanine floor

A mezzanine floor, also known as an entresol or mezzanine, is an extra floor level that you suspend or build into a space with a high ceiling. Think of a loft, a tall commercial building, a shop with extra overhead space, or a home with an open void. By making smart use of that height you gain extra square metres without having to extend the building. But a mezzanine floor is not a minor intervention: there are rules to follow regarding structure, building law, and building physics. This article explains when you need a permit, what a structural calculation does, what requirements the Bbl sets, and what the entire process costs at Tekenpunt.

Installing a mezzanine floor usually requires a permit: you alter the structure and create extra usable space. A structural calculation is almost always mandatory, even for permit-free work, because the new floor loads the existing structure and foundation. For habitable space the Building Works Decree (Bbl) sets requirements for clear height on both levels, daylight, ventilation, a fixed staircase and fire safety. What exactly is a mezzanine floor?

A mezzanine floor is an extra floor level that is installed within the existing building shell, without the building becoming taller or wider. You make use of the clear height of an existing space by creating a second level within it. The new level rests on the existing walls, on new columns, or is suspended from the roof structure or existing load-bearing beams.

The term 'mezzanine' refers to the same principle: an intermediate floor that is lower in height than a full storey and does not need to span the full width or depth of the space. In an industrial unit you can use it to build an office or storage area on the ground floor, while the high hall below remains usable for logistics. In a home you use the extra level for a sleeping or working space in a void.

**The difference from a loft floor or extension** With a mezzanine floor you increase the usable area of an existing space from the inside. No extra storey is added outside the facade, no extra roof, no foundation for an extension. That makes a mezzanine floor relatively compact in terms of intervention in the outer shell. Structurally, however, it is a significant modification: the new floor introduces a considerable load into the structure that the existing load-bearing structure or foundation must be able to absorb.

Is an environmental permit required?

Whether you need an environmental permit depends on two questions: is it a technical building activity that requires a permit under the Bbl and the Environment Act, and does your work change the permitted situation of the building?

**When does a mezzanine floor require a permit?** In most cases installing a mezzanine floor requires a permit. That has three causes:

**Structural intervention in the load-bearing structure** A mezzanine floor loads the existing structure in a new way. You anchor beam ends into existing walls, place columns, or suspend the floor from the roof structure. As soon as you modify the structure of the building you fall in principle under the technical building activity of the Environment Act, unless the intervention is explicitly designated as permit-free in the Bbl or the environment plan.

**Change of use or floor area** A mezzanine floor creates additional habitable space. If that space is intended for living, working, or staying, the usable floor area of the building changes and sometimes also the use function (from storage to office, from utility room to bedroom). This can also trigger an environment plan activity.

**Fire safety and escape routes** For a mezzanine floor used as a habitable space, the Bbl sets requirements for escape routes, fire spread and smoke spread. The municipality wants to verify that you meet those requirements before granting permission.

**When can it be permit-free?** In very specific cases a mezzanine floor is permit-free: when the work requires no structural changes to the existing structure, the mezzanine floor is not used as a habitable space (for example a mezzanine used only as storage with limited load) and no building activity takes place that falls under the permit requirement. In practice this is a narrow exception. Always consult the environment plan of your municipality via the Omgevingsloket to make sure your situation is permit-free. A structural calculation always needed

Whether or not you need a permit: a structural calculation is almost always required and necessary for a mezzanine floor. The Bbl obliges every building owner to comply with the structural safety requirements of section 4.1, even for permit-free construction. A mezzanine floor introduces a new, significant load into the building and that load must be safely transferred to the foundation.

**What does the structural engineer calculate?** The structural engineer determines the load on the new floor: the dead weight of the floor structure itself plus the variable load from use (people, furniture, storage). A habitable space has a higher imposed load than a storage space. He then calculates:

- Which beam profiles (timber or steel) can support the floor over the desired span - How the beam ends are seated in the existing walls, including bearing length and the risk of pushing out the masonry - Whether existing walls can handle the additional bearing reaction (point load), or whether a column or steel frame is needed - Whether the existing foundation can handle the additional load, or whether reinforcement is needed - Whether the deflection of the floor stays within the standard (stiffness requirement) so the floor does not spring uncomfortably under normal use

**Bearing versus hanging** A mezzanine floor can be seated on existing walls or new columns, or hung from the roof structure or existing load-bearing beams. Hanging has the advantage that the space below remains free of columns, but it places higher demands on the load capacity of the hanging point and requires a specific calculation of the tensile load in the hanging structure. The structural engineer advises which method is the best fit structurally and economically.

Bbl requirements for the new habitable space

If the mezzanine floor creates a space that is used as a habitable room (living, working, sleeping), the Bbl sets a range of requirements. Those requirements apply to both the space above the mezzanine floor and the space below it.

**Clear height** The Bbl sets a minimum clear height for a habitable space. For a habitable space in a residential function a minimum height applies; for utility buildings different dimensions apply. You therefore need sufficient height on both sides of the mezzanine floor. If the total room height is too limited, a mezzanine floor is technically not feasible as a habitable space. The Bbl requirements are defined qualitatively; the exact values depend on the use function and are verified by Tekenpunt in the drawing.

**Daylight and ventilation** A habitable space must have sufficient daylight and be ventilatable. With a mezzanine floor this is sometimes a challenge: the top or bottom of the new level may not have a direct facade with windows. Solutions include a roof dome, a light well, existing facade windows that serve the new level or a mechanical ventilation system. The Bbl requirement is functional: the space must be healthy and safe to occupy.

**Fixed staircase** The mezzanine floor must be accessible via a fixed staircase, not a loft ladder or pull-down ladder. The Bbl sets requirements for the pitch, the width and the clear height above the staircase. A steep spiral staircase can comply in some cases, but a straight staircase with a railing is safer and is generally assessed more favorably in the permit application.

**Fire safety** When adding an extra habitable level, escape routes and fire spread change. The Bbl requires that every habitable space has an escape route and that fire and smoke do not spread too quickly to adjacent spaces or floors. In practice this often means a fire-resistant ceiling below the mezzanine floor (when used in a utility building), smoke detectors and sometimes a sprinkler system if the total floor area exceeds a threshold value.

**Structural safety** As described above: the floor must be able to safely bear the imposed loads and must not deflect excessively. This follows from section 4.1 of the Bbl and is supported by the structural calculation.

The process: from idea to completed mezzanine floor

Applying for a mezzanine floor at Tekenpunt follows fixed steps. Below you can see the full process.

**Step 1: intake** You fill in the quote form on the website and describe the situation: the type of building, the current height, the intended use of the new level and any existing drawings or building plans. A drafter contacts you for the intake. We immediately assess whether your situation requires a permit and which documents are needed.

**Step 2: structural survey and sketch design** Based on the provided dimensions and any existing drawings, the drafter works out a sketch design. It shows the position of the mezzanine floor, the reachable height on both sides, the staircase, the railing and the connection to the existing facade or windows. This sketch design is the starting point for both the permit drawings and the structural calculation.

**Step 4: structural calculation** The KIWA-certified structural engineer prepares the calculation on the basis of the permit drawings. He sizes the floor beams, calculates the bearing reactions, and checks the existing structure. If necessary he advises on strengthening bearing points or adding columns. Drawings and calculation are coordinated with each other before submission.

**Step 5: submission via the Omgevingsloket** Tekenpunt submits the complete application package: permit drawings, structural calculation, and the other required appendices. You receive the case number. Tekenpunt gets 90% of applications through aesthetic review in one go: no extra correction rounds, no unnecessary delay.

**Step 6: permit and construction** After the environmental permit has been granted you can start with a contractor or self-employed tradesperson. The structural drawings and the calculation form the construction dossier: the contractor knows exactly which beam profiles, bearings, and connections are needed. Costs: construction drawing, structural calculation and permit

Bij een tussenvloer is de constructieberekening in vrijwel alle gevallen noodzakelijk. **Omgevingsvergunning (add-on)** Het verzorgen van de volledige vergunningaanvraag via het Omgevingsloket kost **€500**. Inbegrepen: samenstellen van het aanvraagpakket, indienen en bewaken van de procedure. Leges aan de gemeente zijn daarin niet inbegrepen; die betaal je rechtstreeks aan de gemeente en variëren per gemeente en bouwkosten. Heb je haast, dan is spoedlevering mogelijk: +30% bij levering in 2 weken (minimaal €195) of +50% bij levering in 1 week (minimaal €345), bovenop het reguliere tekenwerk. Bij spoed leveren we de tekeningen in 0-2 weken in plaats van de gebruikelijke 0-3 weken. **Wat zit er niet in?** Een geotechnisch rapport (sonderingsrapport) is niet standaard inbegrepen. Als de constructeur vaststelt dat de bestaande fundering onvoldoende gedocumenteerd is of dat uitbreiding van de fundering nodig is, ontvang je daarvoor een aparte offerte. Mezzanine floor in a home versus a commercial building

The technical approach to a mezzanine floor is essentially the same regardless of whether it concerns a home or a commercial building. But there are practical differences that affect the permit application and the structural approach.

**Residential building (residential function)** In a home with a high space, such as a farmhouse, a listed workers' apartment block or a newly built home with a void, you create extra sleeping or working lofts with a mezzanine floor. The Bbl requirements for a residential function are focused on healthy occupation: daylight, ventilation, a fixed staircase with a handrail, and an escape route via a window or door. The structural load is limited: a sleeping loft carries less load than an office or storage space. This generally makes the required beam dimensions smaller.

An additional point for houses is the aesthetic review: if the mezzanine floor is visible from outside (glass walls, windows looking onto the mezzanine) the aesthetic review committee can pass judgment on the appearance. Tekenpunt gets 90% of applications through aesthetic review in one go.

**Commercial building (utility building)** In a commercial property or industrial unit the live load on the mezzanine floor is generally higher: office, showroom or storage use brings more weight per square metre than a sleeping loft. This calls for heavier floor profiles and a more robust bearing or load-bearing structure. In addition, the Bbl sets specific fire safety requirements for utility buildings: above a larger floor area, requirements may apply for fire-resistant structures, escape stairwells and alarm systems.

In commercial buildings existing steel columns or concrete columns are also more commonly present that can serve as a support point for the mezzanine floor. That is structurally efficient but requires a precise connection (welded or bolted) that is detailed by the structural engineer.

**Listed building or protected property** If the building is a national or municipal monument, additional rules apply. A mezzanine floor must not affect the characteristic spatial quality or historical elements. The municipality assesses the fit strictly through the environmental permit for a monument activity. **Inspection of a mezzanine floor in a business premises.** For a mezzanine floor in a business environment, the Working Conditions Act and the NEN-EN 15635 standard require the floor to be inspected by an expert upon installation and annually thereafter. That is an employer obligation for safe work equipment. For a mezzanine floor in a home this annual inspection obligation does not exist, although periodic checking of the structure remains sensible.

The terms mean the same thing in practice: an extra floor level that is built into a high existing space without making the building taller. 'Mezzanine' is the more architectural/French term; 'tussenvloer' or 'verdiepingsvloer' is the common Dutch name. Structurally and from a building law perspective they are treated in the same way.

Yes. If you want to use the space both above and below the mezzanine floor as habitable space, you must meet the minimum clear height from the Bbl on both sides. The exact dimension depends on the intended use. If the available total height is too limited, the mezzanine floor may only be usable for storage or as a mezzanine without habitable space. Q05Can a mezzanine floor also be suspended from the roof instead of resting on walls?

Yes, that is possible. With a suspended floor the space below remains free of columns, which is beneficial for an industrial unit or open living space. The suspension structure hangs the floor from existing roof beams or steel trusses via rods or profiles. The structural engineer calculates the tensile load at the suspension points and checks whether the roof construction can bear that load. Suspension requires a precise structural detail and is not applicable in all buildings.
