Dormer: rules, permit and costs
A dormer increases your living space and brings daylight into the attic - but the rules determine whether you need an environmental permit or can start without one. On the rear roof slope a dormer is permit-free in many cases; on the front roof slope it always requires a permit. Below you can read when each situation applies, what aesthetic review means for your application, and what you will spend on drawings and additional costs.
A dormer on the rear roof plane is permit-free if it meets all Bbl criteria at once: a flat roof, limited height and more than 0.5 metres from the eaves, the ridge and the side edges. On the front roof plane a dormer always requires a permit, as it does on listed buildings and in protected townscapes. A structural calculation is legally required for every dormer. At Tekenpunt a dormer drawing costs from €379 incl. VAT, the permit application €200 incl. VAT and the structural calculation €300 incl. VAT.
Permit-free or permit-required: the difference at a glance
The most important question for a dormer is: on which roof surface do you want to place it? This largely determines whether you need an environmental permit.
Rear roof plane: permit-free in many cases A dormer on the rear roof plane (the roof plane at the back of the home, not bordering publicly accessible space) can be permit-free for the spatial part under the Environment and Planning Act. This is subject to a number of cumulative conditions from the Besluit bouwwerken leefomgeving (Bbl): the dormer has a flat roof, the height measured from the base of the dormer is no more than 1.75 meters, the underside is more than half a meter above the eaves, the top is more than half a meter below the roof ridge and the sides keep their distance from the side edges of the roof plane. All conditions apply simultaneously - if your dormer meets all criteria, you do not need a permit for the spatial part.
Front roof slope: always requires a permit A dormer on the front roof slope is never permit-free, regardless of the dimensions. Its location on the street side is decisive here. This also applies when the dimensions exactly match those of a permit-free rear dormer.
Side roof plane at a corner property If you live on a corner plot, your side roof plane often borders the public road or a pavement. In that case the side roof plane counts as a front roof plane and a dormer there is also subject to permit requirements. If you are unsure whether your side roof plane counts as a front elevation, do the permit check on the Environment Portal or check with your municipality.
When is an environmental permit always required?
In addition to the location of the roof slope, there are situations where an environmental permit is always required, regardless of whether the dimensions are otherwise correct.
Listed building If you live in a national listed building or a provisionally listed building, virtually all changes to the exterior fall under the national listed building activity. A dormer on a listed home always requires an environmental permit. The same applies to municipal listed buildings, although the exact rules may differ per municipality. Check the Monuments Register via rijksoverheid.nl if you are unsure whether your home has listed status.
Protected townscape or village scene In a nationally protected townscape or village scene, additional restrictions apply. Even a dormer on the rear roof slope may require a permit here if that slope looks out onto publicly accessible space. At the front, a permit in a protected area is always required.
Deviation from the Bbl dimensions If your desired dormer does not meet all the specified dimensions - for example because you want to make it taller or place it closer to the ridge - you automatically need a permit. Sometimes a slightly larger dormer is exactly what you are looking for, and then a permit application is simply the way to go.
Deviation from the environment plan Your municipality may have included additional rules in the environment plan that go beyond the Bbl. Some municipalities restrict the maximum dimensions of dormers in certain neighbourhoods or impose additional aesthetic requirements. A permit check via the Omgevingsloket provides an overview of the applicable rules per location.
The role of aesthetic review
Even if you apply for an environmental permit, that is not yet the end of the process. In many municipalities, an aesthetic review committee or a delegated official assesses whether the appearance of your dormer fits the surroundings. This aesthetic review is intended to safeguard the quality of the streetscape.
What does the aesthetic review assess? The committee assesses among other things the proportion of the dormer relative to the roof slope and facade, the use of materials and colour scheme, and how it fits with the architecture of the home and the street. A dormer that deviates in proportions or appearance from what is common in the neighbourhood may be rejected or sent back for revision.
Aesthetic review-free areas Not every municipality or neighbourhood has aesthetic review requirements. Some areas have been designated as aesthetic review-free, meaning that the appearance of your building plan is no longer assessed separately. Whether your street is aesthetic review-free is stated in your municipality's aesthetic review policy.
How Tekenpunt handles this Tekenpunt produces drawings that are aligned with common aesthetic review criteria. In 90% of cases our drawings pass the aesthetic review at the first attempt. This is because we carefully match proportions, detailing and material annotations to what review committees expect. Where a municipality has specific aesthetic requirements, we take these into account in our draughting work.
The drawing process at Tekenpunt
If you want a dormer installed, you need drawings - for the contractor, for the permit application and for the structural calculation. Tekenpunt is a draughting firm, not an architect. We provide the complete technical documentation you need to apply for a permit and brief a contractor.
What do we deliver? A dormer drawing set consists of a floor plan of the existing and new situation, a front elevation, side elevations and a cross-section. For a permit application we add the required site plan and facade elevations. The drawings comply with the requirements of the Omgevingsloket and the standard municipal application formats.
Structural calculation A dormer creates an opening in the roof slope and puts extra load on the roof structure. A structural calculation is mandatory - even for permit-free dormers - to show that the load-bearing structure can handle the extra load. Tekenpunt has its own structural engineer in-house who prepares this calculation.
Delivery time We plan quickly and in consultation with you. If you are in a hurry - for example because the contractor is already on site or the permit procedure has to start - there is a rush option with a shorter delivery time, for a surcharge.
Working method Since 2016 Tekenpunt has guided 930 dormer and renovation projects. You send us the available information about the home and the desired dormer, we turn it into professional technical drawings and get back to you if there are questions or if the dimensions come close to the limits of the Bbl criteria.
Costs: what does a dormer drawing cost?
The costs of a dormer project at Tekenpunt consist of a basic drawing and any package components, depending on what your situation requires. Base drawing A dormer drawing at Tekenpunt starts from €379 incl. VAT. This includes the technical drawings you need for the contractor and for any permit application. Package components
- Applying for a building permit: + €200 incl. VAT. Tekenpunt compiles the complete permit file and submits it via the Omgevingsloket. You do not have to arrange anything yourself. - Structural calculation: + €300 incl. VAT. Mandatory for every dormer; prepared by our own structural engineer. - 3D visualisation: + €199 incl. VAT. Handy if you want to see what the dormer will look like from the outside before you instruct the contractor. If you are in a hurry, rush delivery is possible: +30% for rush (minimum €236 incl. VAT) or +50% for extra rush (minimum €417 incl. VAT), on top of the regular drawing work. Rush means faster delivery, for a surcharge. What determines the final price?
Whether you need a permit application depends on the location of the roof plane and the dimensions. A dormer on the rear roof plane that falls within the Bbl criteria does not require a permit - that saves the €200 incl. VAT for the application. For a dormer on the front roof plane, on a listed building or in a protected cityscape, the permit application is always required. A structural calculation is mandatory in almost all cases - including for permit-free dormers - so include it in your budget as standard. Municipal fees On top of Tekenpunt's costs, you also pay municipal fees when applying for a permit. These are set by the municipality and can vary by municipality and project size. Check with your municipality or the Omgevingsloket.
Common mistakes and pitfalls
With dormer projects we regularly encounter a number of recurring misconceptions that lead to delays or extra costs.
'My neighbour has one too, so I must be allowed one as well' That is no guarantee. Your neighbour may have received a permit years ago under different rules, or their dormer is strictly speaking illegal but has never been enforced against. Your situation is assessed on the basis of the current rules and your specific plot.
Not having a structural calculation done A dormer creates an opening in the roof slope and requires modification of the roof structure. Without a structural calculation you do not know whether the load-bearing structure can cope. Moreover, the calculation is legally required - even if the dormer is permit-free for the spatial element.
Starting the permit procedure too late An environmental permit has a statutory decision period of 8 weeks (with a possible extension period). If you want to schedule the contractor by a specific date, make sure you submit the application well in advance. Tekenpunt can help you get your file in order quickly, but the municipality determines the processing time.
Forgetting that the environment plan also counts Permit-free under the Bbl does not mean that your municipality's environment plan does not impose additional requirements. Always carry out the permit check via the Omgevingsloket before you start.
Step by step: how to tackle a dormer project
A structured approach prevents surprises during construction.
Step 1: permit check Start with the permit check on the Omgevingsloket (omgevingsloket.nl). Enter the exact location and type of structure. You receive a separate answer for each activity (technical and spatial). This takes a quarter of an hour and prevents surprises after the work is done.
Step 2: request a quote from Tekenpunt Send us the available information: location, the roof slope on which the dormer will be placed, approximate dimensions and any preferences for the appearance. We will assess what is needed - drawings, structural calculation, permit application - and provide you with a clear quote.
Step 3: drawings and structural calculation After approval we deliver the technical drawings and structural calculation within the agreed delivery time (standard planned by arrangement; rush is possible for a surcharge). You receive all the files the contractor and the municipality need.
Step 4: permit application (if required) If a permit is required, Tekenpunt submits the complete file via the Environment Portal. The municipality then has a maximum of 8 weeks to reach a decision.
Step 5: construction With the approved drawings and structural calculation the contractor can get started. Take the municipality's permit period into account when coordinating the contractor's schedule.
Frequently asked questions
Q01Is a dormer on the rear roof surface always permit-free?
Not automatically. A dormer on the rear roof slope can be permit-free, but only if it meets all Bbl criteria simultaneously: flat roof, limited height from the base, minimum distance above the eave, minimum distance below the ridge, and sufficient distance from the side edges. If it meets all five, the spatial element is permit-free. If you live in a listed building or protected townscape, different rules apply. Always carry out the permit check via the Omgevingsloket.
Q02How large may a dormer be without a permit?
The Bbl sets specific dimensional requirements for permit-free dormers: the height from the base is limited, the underside is more than 0.5 meters above the eaves, the top is more than 0.5 meters below the ridge and the sides keep more than 0.5 meters distance from the edges of the roof plane. The maximum height is 1.75 meters, measured from the base of the dormer (Bbl). For every application, Tekenpunt checks whether the desired dimensions fall within the Bbl criteria and advises you if that is not quite the case.
Q03Can I have a dormer placed on the side of my corner house?
That depends on the location of the side roof plane. If the side roof plane borders publicly accessible land - a pavement, road or public park - it counts as a front roof plane and a dormer there always requires a permit. If in doubt, do the permit check or check with your municipality.
Q04What exactly does the aesthetic review cover for a dormer?
The aesthetic review committee or delegated official assesses whether the appearance of the dormer fits the home and its surroundings. They look at proportions, materials, colour and how it connects to the architecture of the street. Tekenpunt aligns the drawings with standard aesthetic review criteria; 90% of our dormer projects pass the aesthetic review in one go. Whether your municipality has aesthetic review requirements is set out in the municipal aesthetic review policy.
Q05Do I also need a structural calculation if the dormer is permit-free?
Yes. A structural calculation is legally required for every dormer, even if the spatial part is permit-free. After all, the roof structure is modified and an opening is made in the roof slope. The calculation shows that the load-bearing structure can handle the extra load. Tekenpunt has its own structural engineer in-house who prepares this calculation for €300 incl. VAT as a package component.
Q06What does a dormer drawing cost at Tekenpunt?
A dormer drawing at Tekenpunt starts from €379 incl. VAT. If you also need an environmental permit, submitting the complete file costs €200 incl. VAT extra. If you are in a hurry, rush delivery is possible: +30% for rush (minimum €236 incl. VAT) or +50% for extra rush (minimum €417 incl. VAT), on top of the regular drawing work. Municipal fees come on top of that; the municipality sets those itself.
Q07How long does it take before I receive my drawings?
The standard delivery time at Tekenpunt is by arrangement (see your quote). If you are in a hurry, rush delivery is possible: +30% for rush (minimum €236 incl. VAT) or +50% for extra rush (minimum €417 incl. VAT), on top of the regular drawing work.
Q08Can I also have the permit applied for through Tekenpunt?
Yes. Tekenpunt puts together the complete permit file and submits it via the Omgevingsloket. You do not have to arrange anything yourself. The package component for applying for the environmental permit costs €200 incl. VAT. The municipality then has a maximum of 8 weeks to reach a decision.
