Converting a garage to living space

Converting a garage into living space is a smart way to add usable floor area to your home without building an extension. Because you are changing the use of the space from garage to residential, there is almost always a change of use involved that requires legal and structural attention. On this page you can read when you need an environmental permit, what technical requirements the space must meet and what having drawings made at Tekenpunt costs.

Short answer

Converting a garage into living space requires a permit in most cases: replacing the garage door with a window frame is a facade alteration and the use changes from garage to residential (change of function). The room must then meet the Bbl requirements for habitable rooms: daylight, ventilation, insulation, ceiling height and fire safety. At Tekenpunt a construction drawing costs from €549 incl. VAT and the permit application €200 incl. VAT; the municipality decides on a standard application within 8 weeks.

What is a change of use and why does it matter?

If you convert a garage into a living room, bedroom or home office, you are changing the use of the space. The Besluit bouwwerken leefomgeving (Bbl) and the municipal environment plan distinguish between a garage (storage, non-permanent occupation) and a habitable room (a space where people live or work). Those two categories have different requirements for safety, health and comfort.

A change of use means that you officially assign a new purpose to the space. This has two consequences:

1. Spatial assessment (environment plan) The municipality assesses whether the new use fits within the environment plan. An attached garage is designated in most environment plans as an outbuilding next to a dwelling. If you want to turn it into living space, the municipality will determine whether that change is permitted. Sometimes this is straightforwardly possible; sometimes an environmental permit is required.

2. Technical construction assessment (Bbl) The technical requirements for a habitable room are stricter than for a garage. Think of minimum ceiling height, natural light admission, insulation values, ventilation and fire safety. The converted space must meet those requirements, even if the spatial change would otherwise be permit-free.

When do you need a permit for converting a garage?

Whether you need an environmental permit depends on three questions:

Does the facade change? Replacing a garage door with a frame with window or a solid wall is almost always a facade change. If the new facade deviates from the original building plan or the aesthetic review requirements, an environmental permit is required for this. During aesthetic review the municipality also assesses the appearance. Tekenpunt gets 90% of applications through aesthetic review in one round.

Does the environment plan permit the change? In many environment plans an attached garage is designated as an outbuilding or part of the home with a storage/garage function. The transition to a full residential space (living) requires a permit for an environment plan activity in most cases. Always carry out the permit check on the Omgevingsloket (omgevingsloket.nl) to be certain for your address.

Is the property a listed building or in a protected townscape? If you live in a national monument, municipal monument or protected urban or village conservation area, almost every external modification requires a permit. The requirements are then more stringent and the assessment stricter.

In summary: in most cases where you replace a garage door and fit out the space as a living room, you need an environmental permit. Exceptions are possible if the facade does not change and the environment plan already allows the function, but that is relatively rare. Always verify this via the permit check.

Structural requirements from the Bbl: what must the space comply with?

The Decree on construction works in the living environment (Bbl) sets minimum requirements for every living space. A garage does not meet these as standard. When converting you must address the following points:

Ceiling height A habitable space must have a minimum clear height. Most attached garages achieve this comfortably, but if the floor is set lower or the roof structure is low, this can be a point of attention. Check the internally available height during the design phase.

Daylighting A living space requires a minimum amount of daylight via a window or roof light. A garage door provides no daylight in the sense of the Bbl. You must therefore add a window or window frame, which also explains the facade change that is so often part of this project.

Insulation (thermal and sound) The thermal insulation requirements (Rc values) for a habitable space are considerably higher than for an unheated garage. Roof, floor and walls must be insulated to the required level. For existing dwellings the requirements for existing construction apply, but if you apply for a permit the municipality also checks whether the insulation installed meets the standards.

Ventilation A living space must be ventilated mechanically or naturally. The Bbl requirements for air renewal in a bedroom or living room are specific: sufficient fresh air must be able to enter and polluted air must be able to leave. In a former garage this system is generally absent.

Fire safety If the converted garage adjoins other rooms or a floor, additional requirements may apply for fire-resistant partitions and escape routes. This is particularly relevant if there is a door to the dwelling that is currently not fire-resistant.

Floor A garage floor is sometimes lower than the ground floor of the home and generally has no crawl space or floor insulation. Raising or insulating the floor is almost always part of the project.

The drawings that Tekenpunt produces give the contractor and the municipality insight into how the space meets all of these requirements.

The facade change: replacing the garage door with a window frame

The most visible step when converting a garage is replacing the garage door. That door disappears and is replaced by a window frame with glass, a solid facade or a combination of both. This is a facade alteration that almost always requires an environmental permit.

Why does the municipality assess this? A facade alteration affects the streetscape. In neighbourhoods with an aesthetic review policy, a review committee assesses whether the new facade fits the architecture of the area and the existing home. Tekenpunt makes facade drawings that show what the new facade will look like, including materials, window layout and the relationship to the surrounding facades.

What does Tekenpunt draw for you? For a permit application where the facade changes, the following drawings are generally required:

  • Site drawing (overview of the property on the plot)
  • Floor plan existing and new (before and after the modification)
  • Facade drawing existing and new (including the new window opening)
  • Cross-section (height, roof build-up, any structural adjustment)

With that set of drawings the application is complete for most municipalities. Tekenpunt also handles the submission to the municipality as a package component.

Structure: is a steel structure required?

When converting a garage, a steel structure is by no means always necessary, but there are situations where it is.

When is a steel beam or other structural element required? If you modify the load-bearing structure of the garage, install a large glass section in the new facade, or remove the existing garage opening and replace it with a new configuration in which the frame width exceeds what the existing surround allows, a structural calculation is required. Sometimes the existing parapet wall (the wall section next to the garage door) is no longer present after the renovation, making a new horizontal support structure necessary.

When is it simpler? If you simply brick up the garage door opening or place a frame that fits within the existing concrete or steel surround, a steel structure is generally not required. The opening remains the same size and the load-bearing capacity of the facade does not change.

Structural calculation As soon as you doubt whether anything changes in the load-bearing capacity, a structural calculation is advisable and sometimes legally required. Tekenpunt works with its own structural engineer who prepares the calculation based on the drawings.

The process: from idea to completion

Converting a garage into living space proceeds in a number of steps. Tekenpunt helps with the drawings and the permit application; the execution is done with a contractor or building firm of your choice.

1. Intake and wishes You share your plans via WhatsApp or the quote form. Tell us what you want: a living room, bedroom, office or something else. If possible, send existing drawings or provide the dimensions.

2. Permit check Before Tekenpunt gets started, it is wise to carry out the permit check on the Omgevingsloket. This tells you whether an environmental permit is required and which activities fall under that application.

3. Drawings Tekenpunt makes the required drawings: floor plan existing and new, facade drawing existing and new, site plan and cross-section. You receive a draft version with the opportunity to provide feedback.

4. Permit application (optional as a package component) If an environmental permit is required, Tekenpunt handles the complete application with the municipality. The municipality legally has 8 weeks to reach a decision on a standard application.

5. Execution With the final drawings and the permit in hand, the contractor can get to work. The drawings contain all information about the new facade, the floor, the ceiling and the finish needed to bring the space up to Bbl requirements.

Delivery time Tekenpunt delivers by arrangement as standard (see your quote). If you are in a hurry, rush handling is available with a shorter delivery time, for a surcharge. Tekenpunt has existed since 2016 and has completed 930 projects.

Costs: drawing and package components

A construction drawing at Tekenpunt for converting a garage starts from €549 incl. VAT. The exact price depends on the scale of the project and the number of drawings required. Via the quote form on Tekenpunt.nl you will receive a tailored quote within 1 working day.

Besides the basic drawings there are package components you can add:

When do you need which package component?

  • Environmental permit: in most cases this is required for a garage conversion, especially when the facade changes or the function of the space changes. Tekenpunt handles the complete application with the municipality.
  • Structural calculation: required when the load-bearing capacity of the facade or the window opening changes, or when the municipality requires it as part of the permit application.
  • 3D visualisation: useful if you want to see in advance how the new facade and furnished space will look, or if you want a contractor to provide a quote based on a visual reference.
  • Rush service: choose this if you need to submit the application quickly or want the contractor to get started soon.

A municipality also charges fees for processing an environmental permit. The amount varies by municipality and depends on the construction costs. These are costs that are separate from the Tekenpunt price.

Frequently asked questions

Frequently asked questions

Q01Is converting a garage into living space always subject to a permit?

In most cases, yes. As soon as you replace the garage door with a window frame or solid facade, this constitutes a facade alteration for which you need an environmental permit. It also matters that the use of the space changes from garage to residential, which affects the municipal environment plan. Use the permit check at the Omgevingsloket (omgevingsloket.nl) for your specific situation.

Q02Can I convert an attached garage into a separate dwelling or studio?

In most cases this is not permitted without an extended permit procedure. An independent dwelling or studio requires its own address and must meet the requirements for independent habitation, including its own facilities and its own entrance. The environment plan generally does not allow this for an attached garage. For a non-independent room as part of the existing dwelling the rules are more flexible, but even then a permit is almost always required.

Q03Does the garage floor need to be raised?

That depends on the height of the existing garage floor relative to the ground-floor level of the dwelling. Garage floors are sometimes 5 to 15 centimetres lower so that oil or water could drain away in the past. For a comfortable living space and a level floor transition, raising or insulating the floor is almost always part of the project.

Q04What insulation values apply to the converted space?

The Bbl sets requirements for the thermal insulation of habitable spaces. Different values apply to existing buildings than to new construction, but during a permit application the municipality checks whether the new insulation meets the applicable standards. In the drawings, Tekenpunt indicates the materials and build-up so the contractor knows how to insulate. For the exact values, consult the Bbl or ask your municipality.

Q05How long does a permit application take for a garage conversion?

The municipality has 8 weeks by law to decide on a regular environmental permit, with a possible extension of 6 weeks. In practice this varies per municipality. Add to that the time for making the drawings (planned by arrangement at Tekenpunt, or faster (for a surcharge) with rush).

Q06How long does it take to receive the drawings?

The standard delivery time at Tekenpunt is by arrangement (see your quote). If you are in a hurry, rush handling is available with a shorter delivery time, for a surcharge. If you are in a hurry, rush delivery is possible: +30% for rush (minimum €236 incl. VAT) or +50% for extra rush (minimum €417 incl. VAT), on top of the regular drawing work.

Q07What does applying for an environmental permit cost at Tekenpunt?

The package component for applying for an environmental permit costs €200 incl. VAT, on top of the base price for the drawings. This includes the complete application and its submission to the municipality. Tekenpunt gets 90% of applications through the aesthetic review in one round. Keep in mind that the municipality also charges fees; the amount differs per municipality.

Q08Can I apply for the permit myself if I have the drawings from Tekenpunt?

Yes, you can. The drawings Tekenpunt delivers are suitable for submission via the Omgevingsloket. You can submit the application yourself if you have the technical documentation in order. If you prefer to outsource this, Tekenpunt handles the complete application as a package component for €200 incl. VAT.
