Ridge raise: permit and costs

A ridge raising is one of the most drastic roof modifications: you raise the ridge so that the attic floor finally gains usable headroom. This creates a lot of living space, but it also significantly changes the appearance of the property. As a result, a ridge raising is almost always subject to a permit and aesthetic review. In this article you will read when exceptions apply, how the aesthetic review works, what structural aspects are involved and what you can expect to pay for drawings and associated costs.

What is a ridge raising?

With a ridge raising you raise the ridge of the roof to gain more space and standing height on the attic floor. The ridge is the highest point of the roof, the point where the two roof slopes meet. By raising the ridge you increase the volume of the roof structure and the usable floor area in the attic becomes significantly larger.

A ridge raising is different from a dormer or a roof extension. A dormer is a local projection in one roof pitch; the roof as a whole barely changes. A roof extension is a structure built on top of the facade that adds an extra storey, without the existing roof pitch returning. With a ridge raising the roof slope remains largely recognisable but the ridge sits higher, which changes the overall profile of the dwelling.

Because of that changed profile, a ridge raising is visible from the street and neighbourhood, even when it concerns the rear roof slope. This makes a ridge raising subject to a permit requirement and aesthetic review in almost all cases.

Permit: almost always required

Unlike a dormer on the rear roof pitch, a ridge raising is rarely permit-free. This relates to the nature of the change: a ridge raising increases the building height of the dwelling and alters the roof pitch as a whole. The Bbl provides a permit-free route for certain modifications to the rear roof pitch, but this assumes the placement of a dormer with strict dimensions on the existing roof pitch. Raising the ridge itself does not fall within that category.

Maximum building height and eaves height in the environment plan Each municipality records the maximum building height and eaves height per building plot in the environment plan. A ridge raising that exceeds the maximum building height cannot simply be permitted. Deviating from the environment plan is sometimes possible via an out-of-plan environment plan activity, but that is a more demanding process than a regular permit application and the municipality has greater discretionary powers. Check the environment plan via the Omgevingsloket before drawing up a plan.

When is a permit always required? In virtually all cases of a ridge raising an environmental permit is required. Specifically: all ridge raisings on the front or side roof surface, ridge raisings that exceed the maximum building height, and ridge raisings on listed buildings or in protected townscapes and village scapes. In the latter case additional assessment frameworks apply and the process is more demanding.

Exception rear roof slope: rarely applicable Only in special situations where the ridge raising does not exceed the maximum building height of the environment plan and is not visible from the street side, are there sometimes constructions conceivable where a permit requirement can be avoided. In practice this is exceptional. Always carry out the permit check via the Omgevingsloket before taking any step.

The role of aesthetic review

An environmental permit alone is not enough: in most municipalities an aesthetic review committee or delegated official also assesses whether the appearance of the ridge raising suits the house and its surroundings. For a ridge raising this is a serious threshold, because the profile of the house changes fundamentally.

What does the aesthetic review board assess for a ridge raising? The committee looks at the ratio between the new ridge height and the facade, how it connects to the street's architecture and the adjoining properties, and the materials used on the new roof surface. In terraced housing or neighbourhoods with a strict building rhythm, a ridge raising that deviates from the neighbours is hard to justify. For detached properties or areas with a more lenient aesthetic review policy, there is more room to manoeuvre.

Aesthetic-review-free areas Not every municipality or neighbourhood has aesthetic review requirements. In aesthetic review-free areas, the appearance of your building plan is not assessed and the aesthetic review committee plays no role. Whether your street or neighbourhood is aesthetic review-free is stated in the municipal aesthetic review policy.

Structure: heavier and differently loaded

A ridge raising is structurally more involved than a dormer window. You replace or raise the entire roof structure, which has implications for the load on the walls and the foundation.

What changes structurally? A higher ridge means longer rafters or purlins and a greater wind load on the roof slope. The roof structure becomes heavier and the forces transferred via the purlins, trusses and wall plates to the outer walls change. Depending on the construction of the house, wall thickness or the foundation may also be a point of attention. In cavity wall constructions, the anchoring plays a role.

Structural calculation required For every ridge raising a structural calculation is required. That calculation demonstrates that the new roof structure can handle the load and records the details for the contractor and the assessing municipality.
