§04 Permit required?
Do you need a permit in Utrecht?
Since the Environment and Planning Act came into force (1 January 2024), you apply for an environmental permit (planning permission) through the Environment Desk. Some renovations are permit-free, others require a permit. We carry out the permit check upfront so you know exactly where you stand.
Whether you can build without a permit depends on where the structure is located (the rear-garden zone), the height and the distance to the property boundary, and the municipality's environment and planning policy. A rear dormer or small extension is often permit-free; a roof extension, a front extension or work on a listed building almost never is. Even permit-free construction must comply with the technical building requirements of the Buildings Decree (Bbl).
If a permit is required, the standard procedure applies: the municipality decides within 8 weeks, with a one-off extension of 6 weeks. Your plans are assessed against the Buildings Decree (Bbl), the environment and planning policy, and the aesthetics committee criteria.
